Tolliver Vex is a wandering Devil who buys and brokers souls and sworn favors along the frontier. He appears as a well-dressed traveler with dustless boots, a ledger bound in red hide, and a smile that never reaches his eyes. Tolliver trades in rare gear, lost knowledge, and impossible introductions—always at a fair-seeming rate, always with clauses. He prefers orderly deals witnessed in public places (chapels, cairns, courts), then collects by proxy: debtors “just happen” to meet his agents when payment comes due.
He claims neutrality between factions and respects posted truce rules; he will leave a town if formally barred—but his markers remain, and those who carry them eventually pay. Rumor says he can’t cross Oath-roads without naming himself to the cairn rope, and that he never touches iron rails. Whether tempter, banker, or inevitable consequence, Tolliver’s business grows wherever need outpaces hope.
