This book was written by the dwarven arch-mage Volkrag Scaleheart and contains the highly forbidden ways of dragon binding. What once was an hereditary ability among some wizard and sorcerers has been written down and altered for any able mortal.
This book will only reveal its content once its keeper shares it blood between its pages. It then becomes attuned to its new keeper. At first glance only the first place can be read while every other page has words and symbols scattered around the pages. The first page is written in strange dwarvish and when spoken in the vicinity of a dragon you must make a 1d100 check to see if the binding is successful. Depending on alignment and the dragons viewpoint the DM knows the outcomes.

If the binding is successful you gain the following.
Linked Minds. You and the dragon are able to communicate telepathically across long distances.
Shared Knowledge. You can use a charge to gain extra knowledge on a topic. Giving you advantage on you next skill check. (Arcana, History, Nature and Religion)
Draconic Intervention. You can call upon the Dragon for assistance during times of great need. Using 2 charges, describe what form of assistance you are requesting to the DM and roll 1d100. If the result is equal to or lower than your level, your call succeeds. The DM chooses the nature of the intervention. If you are successful, you cannot use this ability again until after a long rest.
Only one Dragon can be linked at a time. To break the link one must undergo a ritual that takes up to an hour to prepare. The book will reveal the details of what needs to be done. As the ritual is preformed you roll 1d100 and if its below 20 the link has been severad safely. For every 10th away from 20 you suffer 1d10 psychic damage. (Max 8d10)
The Book has 4 charges and regains them after a long rest.
