Kasumi Kuroshi was born and raised in the isolated mining village of Kuju, where her family has been in charge for generations. Despite her young age, she quickly became known for her kind and compassionate nature, and her ability to listen and help those in need. When her father passed away, leaving the position of Magistrate vacant, the villagers turned to Kasumi to take up the mantle.

Kasumi's big brother Konno is the one in charge of the mining operations, a job that requires harsh discipline and strength. While Kasumi is loved by the villagers, her brother is feared and respected, and she relies on him to maintain order in the village. Kasumi's older sister Kitani, however, took a different path. She joined the Yurami Samurai and left Kuju to serve the clan. While Kasumi is proud of her sister's accomplishments, she also misses her greatly and wishes she would return to the village.

Kasumi's leadership style is focused on fairness and empathy, as she tries to balance the needs of the villagers with the harsh realities of the mining operations. She often spends time listening to the concerns of the miners and their families, and has implemented measures to improve working conditions and provide better healthcare. Despite the challenges she faces in running the village, Kasumi remains committed to doing what is right for her people.
