Phaul's gift went relatively unobserved or was deemed not important by the OSR who orchestrated the Choosing Ceremony. While moderately stronger than most villagers, it's distinctly his dexterity with his four arms that are most impressive.
His gift did make him a valuable asset in the maintenance of West Villagers power lines, which might account for his not being chosen.
