- (Secretly) bitterly angry Glasstaff got to lead the Redbrands rather than her
- Helps Sildar Hallwinter drive them (and specifically Glasstaff) out from Tresendar Manor
- But orchestrates the attack so she can “help him escape” (covering her Zhentarim loyalty)
- Later helps Nezznar Baenre escape the jail, seeking later payoff and influence. (Overestimating Nezznar’s abilities, based on his family affiliation)
- After Wester dies in the Cult of the Dragon's attack on Phandalin, Halia becomes Townmaster
