The Vanguard Keep is the primary stronghold for the naval military of Khoravaire. It is presided over by General Avin Forset, a male High Elf who's known for his discipline and structure. He runs a tight schedule and is not afraid to use force. He believes whole heartedly that the Kings view of superior and inferior races is truth. The Keep is protected by regular patrols and a wide range of protective devices and spells. Arcane Locks, Color Spray, Hold Person, and Zone of Truth spells are common place in this Keep to ensure only military members are in the Keep. On the sea side, about 50% of all military ships come through Vanguard Keep. This stronghold houses about 50,000 Enforcers and Mages.
