The Free Khazâd Cities are a collection of independent dwarvish city states in Theder and Thorne. Although the cities do not share laws or leadership, they maintain a practical alliance and will help eachother if in need.
The dwarf clans in Theder are not under the rule of The Crown of Theder or The Council of Theder, as they predate the formation of the country. All parties benefit from the arrangement through trade, and neither the Free Cities not Theder want to go to war.
