Wingwasher is a famously tenacious scavenger (though she prefers the term "salvager") who resides in a cove on the inside wall of The Break. She's never been evicted, and nobody has ever tried to reclaim their goods from her, because Wingwasher has never done any harm. Her presence near ships in distress is a statistical anomaly with no real relevance. If she hadn't been there, who knows what could have happened? Who would have rescued those people? Their goods were lost, and it's not stealing if they were already lost!
