The Godtenders are an organisation of Quor-Toa that reside on the inner wall of The Break. It is their role to summon and appease the harbour gods that defend Vralkast from those things that would threaten the city from the sea. Their accord with the Fomor'ren allows them to colonize as much of the Break as they see fit, as much space as their nacreaous shrines to the harbour gods require to keep them contained.
The Godtenders are segregated by Shoal, with each Shoal worshipping and maintaining a particular god. They each have their own traditions and methods of appeasement, but it's all the same when the gods are loosed from their chains. The bell rings, the gates close, and the city holds its breath.
