According to Master Daylor, it was Azrael who ordered Daylor to create the Memory Mirrors on Soth's behalf.
According to Thelion Nightblade, Azrael's first priority has always been to keep order in Sithicus through intimidation, manipulation, and violence. Lately, Azrael seems to have abandoned his duties, allowing chaos to spread through Sithicus.
