Enclaves are smaller locations in the Iron Maw Mountains, typically made up of between ten and a thousand families or clans. Most people from the above ground lands would call them villages, but there are specific and cultural differences between enclaves and villages. Most notably in how they are governed, enclaves are matriarchal representative democracies. The oldest woman in a family line will make up the governing council, and will have a single vote. They take no action unless full consensus is reached. This means that they are very slow to change and engage in quite a bit of vote swapping to get anything done.
While at first this seems to be problematic, it encourages the families to become closer so that over time, when a new generation comes to power, they already have ideas and plans in place that will be enacted quickly. So the eldest women in a line will be the matriarch, when she dies, all of her daughters would take over as matriarchs in their own lines. So there can be a sudden increase in the number of governing council whenever someone dies.
