The Elven Cities are the urban areas of the The Elven Kingdom.
They are built on and fed by magic, so it is expected that everyone of spell casting ability to tithe a portion of their spell casting ability to help feed and maintain the city. Visitors are typically demanded to do so immediately or to schedule to do so at their earliest convivence. The elven cities are without question the largest population centers in the world, and maintain a large standing police force to enforce the peace.
