The Imperial Gwishin Bureau

The Imperial Gwishin Bureau is responsible for protecting Goguryeo against the threat of corruption and ensuring that all people have as easy a transition from this life to the next as possible. For those who have become a Unknown, they try to ensure that those people also achieve a peaceful transition to the next life.

The Bureau is divided into four departments: Records, Mitigants, Intervention, and Specialist.

Records oversees the libraries in addition to handling ledgers of employees and of known Gwishin, reported unusual occurrences, and the after action reports from the field teams. They also handle research for unusual cases.

Mitigants is devoted to the mitigation of danger posed by Gwishin and by corruption. This covers everything from actual medical staff to the teams that oversee cleansing to people who simply help ensure that those who can't venture out into town have someone to run their errands for them.

Intervention is the field teams. They are the ones who answer the calls across Goguryeo, and as of recently also in Salkhiny Tal and Unknown, to ensure that Vengeful Ghosts are suppressed and Gwishin are able to pass on. Theirs is the most complex task, running the full range from providing aid to fighting to research to curse breaking to battling possession. In cases where a situation isn't fully understood, Intervention teams will also be tasked with finding some form of understanding.

Specialists is the smallest department. They are the ones who perform extremely specific jobs, usually outside the main headquarters. The best example of this is the Bureau team that operates out of Unknown known as Unknown.

Imperial Gwishin Bureau Internal Ranking Structure and Rates of Pay

Within the Bureau, there are 17 ranks which can be attained, starting from Novice. Each rank has its own pay scale for both merits and gold, as well as its own benefits.

Novices are currently paid 50g and 10 merits per successfully completed assignment, including paperwork presented to the Bureau clerks upon completion of the assignment for the records. Novices also receive housing and any expenses incurred for the treatment of spiritual corruption acquired on the job will be covered by the Bureau, so long as the Novice in question goes to Bureau officials for treatment.
