Second Division

Home to many of the businesses and lower level government buildings. The second division is split into two rings, the outer and inner. The outer ring is home to the majority of the residents and shops that cater to them while the inner ring is home to the more bougier businesses and the wealthiest of families. 

Most people who live in Cathal aren't allowed into the inner rings, only those of wealth or founding bloodline are allowed in, however, in order to ascend to the third division you need to enter the inner ring to the teleportation tower.

Located on the second division is also the Peace Guard HQ as well as the Peace Court. The HQ is run by Nyxis and is second in command of the Peace Guards. This is also where the Peace Court is located, any and all serious crimes are handled here, murder, treason, terrorism, etc. The court is run by Nyxis as the head judge and several other high ranking members of the Peace Guards.
