The Council of Elders is the governing body for the people of The Moonlit Refuge. It is comprised of 3 were creatures Idaara Brightbrook who is the most senior of the elders, Ebmiir Bohanenn, and Xardle. Any major decisions that are made go through the council first. They are also the ones in charge of the Refuge Guard.
