Cutter's Harbor is the youngest Nation-State and City on the Eastern Continent of Garrond, and the only Nation State located on the Eastern side of the Bullicante Mountains. It is the smallest of all nations, typically only accessible by sailing around the Northern tip of Garrond, crossing over the Bullicante Mountains, or going around into the Grass/Glass Sea, a feat made difficult by the presence of three Great Wyrms, the Faulkner Barbarians, and treacherous weather/terrain.
Cutter's Harbor is the least prosperous of the nations; however, their location makes them nigh on impossible to assault and their self-sufficient lifestyle and quiet way of life make it a popular destination for wealthy eccentrics and scholars to retire to.
