It scans for new arrivals to convert to the Citizen's cause, promising utter freedom and friends to defend it with. The name Owen is a sympathetic shield to protect 01 from long ranged magical harm; all the Mayor's closest protectors use the same name for that reason. It speaks with strange and seemingly random pauses between some words.
