Elder creation rules are not approved on the server, but a character can still be an Elder in a narrative sense for the purpose of eligibility for merits and such. It's a marker of age, not relative power.

You can re-roll a number of ritual rolls equal to your dots in Crúac; this re-roll still counts against your total amount of rolls.
Precedent of Downtown
You do not daysleep, and need not spend Vitae to awaken, while Downtown. However, you will need to spend 1 vitae immediately to remain awake while leaving Downtown. Most characters' lifestyles will involve needing to leave the Downtown proper at least once a week, or more.
