Gary is the department of Gary (Regime) tasked with administering every aspect of Gary (City-State)'s gene pool.
History
The early days after Walling of Chicago were a pressure-cooker environment in most of the Greater Chicago Area that were excluded from the partition. Gary (City) experienced especial tension between the mostly Black locals and massive waves of immigrants from all over the Midwest region. The city and its suburbs were quickly overwhelmed - variously gentrified, ghettoized, or simply ransacked by the suddenly desperate. The locals took mostly political action, being greatly outnumbered, but the situation had frequent outbreaks of often racially-tinged violence.
One of the groups founded in response to the turbulence was the Alliance for Harmony in Greater Chicago (AHGC), a non-profit volunteer organization that sought peaceful resolutions for the area's new cultural and racial tensions by helping to alleviate material privation through means that required inter-group cooperation, and by building intercommunity bridges through exposure. Their projects focused on forming mutual aid groups, community gardens, cultural events, and various other pro-social causes. Efforts in Gary were rocky but mostly successful.
Early Era (Social Cooperation Administration)
When Gary (City-State) declared its independence from the Gary Free State, a contingent of AHGC joined the secession at the request of Jaivon Townsend (Gary). He enlisted their experience to form the Social Cooperation Administration, which would continue its efforts as before.
This would not last for long, though. The Gary Civil Protection Corps often dashed the efforts of the SCA with their heavy-handed approach, abolishing events or organizations in response to minor scuffles that paled in comparison to the earlier turmoil.
The SCA effectively had its hands tied but was frequently thrown under the bus by the GCPC. Its leadership started to experience high turnover, and the expertise developed in the AHGC years was wasted. A GCPC Commissioner made a hot-mic gaffe when he was caught decrying the SCA as "a bunch of limp-[wristed] hippie [racial expletive] shit."
Late Era (Gary)
As with all government agencies, the permanent seats of Gary have been abolished, and the work duties assigned randomly per day through Gary (Economic System).
