8th Layer: Circle of Fraud. This circle is dominated by vast hot sands with endless ditches or bolga (singular bolgia), as well as a gargantuan tumble of angular black stone blocks, each
block ranging in size from a small city to a large metropolis, that
formed a pile hundreds of miles thick. The randomly tilted and ill-fitting blocks were honeycombed with angular
passages and caverns causing non-flying travelers to frequently need
mountaineering skills and risk avalanches. Stinking clouds of vapor rose
up from the depths and lit the sky with a sickly green coloration, causing
cosmologists to speculate that the blocks of Malebolga may have rested on
an infinite sea of poison or acid. Corroborating reports have been heard of
flammable materials left on the ground spontaneously corroded.
Most habitations in Malebolga were nicely appointed law offices with doors set into the sides of the stone blocks.
It is here that the most violent and ferocious of devils punish their underlings without restraint or refuge. This circle exhibits the sins of Fraud, individuals who deceive and exploit others for their personal gain. It's inhabitants exhibit the same: deceit and exploitation of others is the status quo, with the most powerful Fiends able to command and convince legions of lower Fiends to operate towards their goals, while leading them to believe they have agency or a way upward.
The main population is the community of Rakshasas whom established their original lairs here - their offices (like Drak'torin and Spawn, Law Offices of the Vengeful). At the top of the mountain is the golden palace of the king of Rakshasa, the position held by the current Archdevil of Fraud, Abhaddanamir.
