The South Sea Caves were a series of hidden caves set into the cliffs of Mt Waterdeep, accessible only by sea and by navigating perilous jagged rocks. The caves were where the sewers of Waterdeep dumped into the sea.
It was long rumored the caves were home to smugglers and bandits.
