For generations, governance in Rokugan has relied upon a loose set of ministers and advisors to help the Emperor in his duties. It is in the Empire’s best interests that an assembly of the great lords of Rokugan be established to further the Imperial Peace. Such an assembly would protect clans from direct and unjustified assaults from another. It would allow for the mediation of disputes and provide a body to propose new laws.
Such an assembly should be made of two distinct houses of governance in which any proposal should receive the approval of both bodies. The upper house should comprise of the Clan Champions of the Great Clans, these being the principal entities that safeguard the Emerald Empire. The lower house should comprise the Clan Champions of all the clans great or small so that all clans have a voice in which to air grievances and propose new policies for the Emperor to consider.
Superseding the assembly will sit the Emperor as the Son of Heaven. Such an assembly will act to help the Emperor remove himself from the worldly concerns of petty squabbles and the intricate details of new laws. This will free the Emperor into focusing his divine will into the issues that truly matter to Rokugan.
Advising the Emperor should be an Imperial Council consisting of the Emerald Champion, as head of the Imperial Bureaucracy, and the chief ministers of each ministry within the Imperial Bureaucracy. Each ministry within the Imperial Bureaucracy shall be charged with the administration of specific realms of responsibility as a Ministry of Justice that will be the keepers and protectors of Imperial Law.
A formalized system will allow a smooth and consistent administration of the Emerald Empire, it will allow for the voices of the clans to be heard, and give the Emperor a robust system with which he can execute the duties of state. This system will further the Imperial Peace and help ensure peace and prosperity throughout the Emerald Empire.
