Rilira Fl'wr (nee Tóibín) was born in the tiny village of Shan Diamon (now part of the city of Na'Ka'Ve) to a pair of Snow Elf farmers. Much of her past is somewhat ordinary; she married a Trollish lawmaker named To'bn Fl'wr, they had one son named Lon and she was a farrier for a local stable.

On the evening of the 15th of Equal 3A 203, she and her family were attacked by members of a Troll supremacist group as they walked home from the theatre. The group, called the Imperial Watchmen, had been mentioned on multiple occasions and recommended for arrest by her husband during local government meetings over the past few months due to a rash of beatings and stabbings in the areas that had formerly been Elven villages. Her husband and son were hacked to death with shortswords, and while Rilira herself survived, she required a hysterectomy, the removal of a kidney and the amputation of her right arm just above the elbow due to infection caused by a substance that had been spread on the swords. During her recovery, she attempted several times to report the full events and the identities of the individuals to the authorities but due to interference, possible corruption, or red tape the local law enforcement did nothing about it and the case involving her brutal assaulting and the murders of her husband and son were dropped.

Two nights after Rilira's release from the local hospital and the night before they were to go to trial for an unrelated much lesser crime, the three men accused of attacking her were found hanging by their necks over the side of a bridge, their entrails torn out of their stomachs as if by a wild animal. Where Rilira was at the time remains unknown to the public. Around the same time, an apparent vigilante referred to by the press as the Grey Maiden first appeared, who to date has been connected to the brutal and animalistic killings of eighteen other people, all of whom are connected to the Imperial Watchmen and other Troll supremacist hate groups, and three of which were city watchmen.

What everyone, bar a few members of a local extremist Oglaigh na Tír contingent who have been assisting her and her closest friends, do not know is that the Grey Maiden and Rilira Fl'wr were one and the same; something inside her apparently snapped after she realised that justice was not coming for her family, and so she made a pact with a lesser Elder Being named Irascor who granted her immense magical and physical power to exact her own form of justice in exchange for feeding on both her rage and her victims' fear. The two, despite sharing a body, did not agree on anything and so Irascor attempted to slowly convince her to do things his way, resulting in the assassination of an innocent man, numerous civilian deaths including several of her friends, the public lynching of a notorious human trafficker and large amounts of damage to public property (though the latter was not always entirely her fault.) The ultimate culmination of this was Rilira leading an angry mob into Na'Ka'Ve City Hall, leading to at least six deaths, a great number of arrests and an explosion that destroyed nearly the entire top floor of the building.

Thanks to the efforts of Master Ba'Jar of the Fa Ram though, she was able to cast out Irascor and experience a moment of clarity for the first time in three years which led to a near-total re-evaluation of her life and her dedicating it to undoing the damage she caused and righting the wrongs that she initially saw with life in the city. Following the death of Brant the Lost, she was entered into the running to become the new Governor of the City, which she won by a landslide, and has so far proven to be exceptionally capable and just in her position, despite her own self-doubt and bouts of depression. Her current profession outside of this is as a local business owner, owning both the Golden Goose Inn and formerly a brothel called The Floating Veil, whose deed she gave to Audra. She is also notable for being the first Governor of Na'Ka'Ve to be of the indigenous Snow Elf population.

Personality

Mental State
Rilira suffers from a combination of severe depression and unchecked psychosis both stemming from extremely severe PTSD, both from the attack that left her crippled and her family dead, and from her time as Irascor's puppet. For a long time, this left her with frequent suicidal ideation, near-constant insomnia, paranoia, issues forming attachments to people and a lot of unchecked rage that occasionally seeped through; none of these severe mental health issues were helped by Irascor not only feeding off her emotions but actively sabotaging her life for the sake of his own amusement. It was only her need for revenge against the Imperial Watchmen and others like them that prevented her from taking her own life.
Following Irascor's removal, many of these mental scars have begun to slowly heal, but she still suffers from frequent bouts of depression and insomnia as well as near-constant survivor's guilt. However these are now focused into her work as Governor, with her goal being to make the city the safe place that she knows it can be.
