The Governor of Mor'Koc, as Speaker of the House and representative to the Grand City of Mor'Koc, calls the session into order. Session is held in Siochian Palace, in the Parliamentary Chambers

Before the session starts, a note sent by King Oberon is read aloud by Mor'Koc, stating his apologies for not being there but as by the constitution of the Fae has sent Prince Padraig in his stead to act in his position as an ambassador.
A'Zal lets her displeasure at Oberon's absence be thoroughly known.
Padraig explains the reasoning for his father's absence, it being his attention being dragged away due to his divorce from Queen Titania. Padraig is reminded he has no power here and any further words will see him dragged from the room. He politely explains that actually he does as his appointed role as the Representative of the Royal House, a position given to him by his father in order to avoid situations like this.
The council calls a vote on the ability to appoint an elected official. Padraig is visibly somewhat annoyed but gracefully accepts the vote and doesn't make a fuss as he leaves. The vote is unanimous that only his father has the ability to speak and vote. It acknowledges he has the right to attend and take notes. The Governor notes it is the first unanimous vote in more than 20 years.
Fuk'Mar and Ja'Pa let their displeasure be known about the distance they have had to travel to attend this meeting.
Padraig does return several minutes later but sits on the edge of the room with his security, taking notes.
The letter, from the Central Troll Intelligence, which spurred this emergency meeting is read - "We have dispatched Agent Tailor to Tir. Her objective is to secure the throne of Tir."
Duke Erwen shouts an objection at the top of his lungs before they've even finished reading the letter. Mor'Koc politely tells him not to shout in the Council Chambers as per the meeting rules, and calls for the Loremaster to check the exact wording of the CTI's authority for the benefit of those in the room unfamiliar with them.
The Loremaster of the Imperial Palace arrives some minutes later, escorted by two members of the Imperial Royal Palace Guard. They are followed by three members of the Library Guard, one walking in front and the other two pushing a trolley containing the Book of Imperial Law. The emergence of such a historic and revered tome from the Imperial Archives, an extremely rare occurence, sends hushed whispers around the room.
The Loremaster gently opens the ancient book and reads thus: "On the 302nd day of his conquest of the Southlands, the Lord Paladin ordered the Central Troll Intelligence to capture the lands of Tir and incorporate them into his lands. On the 507th day, House de'Valice did distinguish themselves and were granted the Grand Dukedom of Tir."
Duke Erwen states after the Loremaster finishes that this proves that Tir belongs to him and his family to do so as they wish, and that as there appears to be no evidence to state that his position can be revoked, he rests his case.
Mor'Koc points out that Shayla Maoilriain, Countess of T'Kashire is also within the borders of Tir and yet not within his duchy.
Duke Erwen retorts with a statement that he believes that Shayla was only given her position to curry favour with her mother, and since her mother will not be queen for much longer, pending her divorce from King Oberon, the County of T'Kashire will belong to him again soon enough.
A clearly incensed Padraig, in response to this brazen insult towards his sister, attempts to throw his notebook at Duke Erwen. He misses Duke Erwen by a small distance, knocking over his drink and sending papers scattering over the table in front of him, and is escorted from the room to calm down.
As Padraig leaves, the Imperial Mint suggests that they grant Shayla custody of the ruins of Caislean for the foreseeable future as well, and that the Royal Duchy of Caislean be half given to the New County of T'Kashire and half given its old name of the Royal Holdings. Padraig is heard audibly laughing from outside the room as this suggestion occurs.
Erwen sheepishly responds with "May I have my previous remark stricken from the record?" This minute-taker refuses.
The Loremaster wittily retorts that he will strike through his house if the Duke tries to interfere with Imperial record-keeping again, causing several councillors to chuckle at the witty retort.
A visibly cowed Duke Erwen says for Mor'Koc to continue.
The Imperial Mint votes for his own motion, backed by Mor'Koc, Vesh'Jar'Pa, Fuk'Mar and Ja'Pa. Duke Erwen expectedly votes against.
The Dwarves vote for, and ask the Loremaster to send up the ancient trade agreements with the city to their office in the Chambers.
Ska'Kil votes against, calling it a waste of money.
Shayla is officially acknowledged by the council with the title of Custodian of the City of Caislean.
Duke Erwen leaves in protest. He is heard visibly venting his frustration to his bodyguard, Sir Ug of Slat, outside the chambers. An amused Fuk'Mar notes that he feels that the long, arduous trip was worth it to see Duke Erwen's reaction to this vote.
Padraig, returning to the room, concurs, and apologises specifically to the Governor for the disruption he caused. Mor'Koc accepts his apology, stating it was understandable considering the nature of the slight against his family, but also notes his disappointment at such uncouth behaviour being committed in these chambers, much less from the heir to the throne.
Fuk'mar calls for a vote for more ships to protect the western edge of the Empire. Mor'Koc tries and fails to bring the meeting back to the letter as this is discussed.
The vote fails to be held, but the council agrees to schedule the next meeting in Fuk'Mar in order to assess the need.
The Loremaster reads that the CTI has remit power above the Council, and is beyond the direct control of the Imperial Troll Empire Government until they get an Emperor. A'Zul stares intimidatingly at Mor'Koc.
A'zul suggests they table a motion to support the CTI.
Duke Erwen is still audibly ranting about the council taking away "his gods-given rights" (direct quotation) in the hallway.
A'Zul loudly suggests that Duke Erwen open the vote.
A red in the face and very defeated looking Duke Erwen returns to the room. His formerly immaculate outfit is now all over the place and his cravat and hat are missing. He says something to the effect of "Fine, get my public humiliation over with" (exact words are not recorded as they are not appropriate). Sir Ug looks concerned.
All vote in agreement, with the exception, expectedly, of Duke Erwen.
A'Zul promises to visit Balla. Duke Erwen then interrupts again, asking if they are planning to put someone on the throne, where that throne will be. He then begins to threaten A'Zul about not taking Balla away from him, but wisely does not finish it.
The Loremaster points out that his ancestral home is one of the Imperial Palaces and A'Zul knows he is doing a fine job maintaining it.
Vote succeeds. Council meeting is adjourned.
