All police operation and officers on the Upper Floor are under the command of the Gendarmerie Director, whose office is located in Tuberdam, in the same Capitol building Doctor Reinhardt had built for the Symposium.
Under him there are three Prefects for the Bathroom, Master Bedroom, and Smaller Bedroom, and each of them is tasked to coordinate operations and manage resource in a specific Room.
To be precise, prefects are true public figures with the delicate job of mediating between agents, politics, crime rates, and public opinion, and as such they often are singled out by journalists and writers itching for a juicy investigative report.
While prefects deal more with politics and public life than with field operations, Gendarmerie Commissioners, each responsible for a city on the Upper Floor, are cut from a different cloth entirely. These littlings in their long red coats work tirelessly to manage the many districts of their cities, carrying out the needed inspections, and sometimes even personally taking the lead for extremely tricky or delicate investigations.
