Moneeri is an authoritarian state, ruled by a God-Emperor worshipped by an unthinking unquestioning populace. Not much is known about it to the outside observer, and that is by design. If their God-Emperor were to keel over and die, Moneeri would collapse overnight. That is also by design. Moneeri is Aurland's magnum opus, his perfect powerful nation. Their is no culture, no real national identity other than the one Aurland tells them about. Moneeri is powerful, but also weak. Moneeri is a personification of Aurland. A formless, emotionless, nation that exists for no other purpose than to gain power.
Moneeri was formed in the days after The Splintering, when things were still chaotic, in the southwest, mixed in with a bunch of other loyalist petty kingdoms, each one who claimed themselves to be the true successor to The Alammar Empire. Moneeri was one of these, founded by Aurland, zealously followed by the remnants of the Royal Army, who saw him as a god, and would follow him to hell and back. Aurland then helped create the Alammar Confederation, before cannibalizing it into the Holy Imperium of Moneeri in just a short time period.
From there, Aurland continued to build Moneeri, integrating it's different cultures and peoples into one, dividing it into provinces, developing a rigged judicial system, creating the two councils of War and Politics, strengthening the military, building up Moneeri quietly into a major power. The Cult of Zelial served as Moneeri's intelligence service, controlling flows of information, making problematic people disappear. Within five centuries, Moneeri was ready, and launched into a major crusade, a Great Crusade against its eastern neighbors, attacking and attacking, never slowing down, breaking the armies of nations and the will of the people in weeks, only brought to a close by the Zealot's Rebellion and The Yunnaiteddo Federation's resistance.
Even now, Moneeri waits for the perfect opportunity to strike, a serpent hidden in the fields of grass. The new territories have been split into further provinces, and integration has begun, moving fast, a generational mission.
Moneeri is highly centralized, with nearly every important action undertaken by the Imperium approved by Aurland. Aurland is the face, the figurehead, and the true power behind Moneeri. Moneeri is powerful only because Aurland is. The Council of War and the Council of Politics only continue to function because Aurland serves as a mediator for the interior conflicts he designed. The hold little power, only discussing trivial issues, perhaps matters of individual crimes or minor, insignificant laws. The Council of War are made up of Empyreans, one from each province in the Imperium, "elected" by the populace. The same goes for the warlords of the Council of War. The elections, are, of course, rigged, as is every election from Governor up. (Different Moneerian Roles)
The judiciary is a minor branch of government, only a few local, government appointed magistrates, who wield total authority, but are at the same time limited by their local governors. Most crimes have either minor punishments or fatal ones.
Moneeri's industry is top-notch, utilizing government-owned smiths, armorers, powder mills to make gunpowder, etcetera. Prison camps are used in The Urysas to mine necessary materials. The price of an object is determined by what the state says the object is worth, the economy fluctuates according to what the state says the economy is like.
