Iudex Cestar, known as the Red Iron Fist, the Bloody Headman, or the Hangman, is one of the most powerful and important Justiciars in The Inquisition. Iudex was born in the Duchy of Alrhone in Ravenna, more specifically in Oschich. His parents were both high-level bureaucrats in the Chancery, which gave him a big head start in life. In the city, he was known for getting into constant fights with children both above and below his age by a wide margin. He constantly got into trouble with patrolling Inquisition officers, but managed to escape significant punishment through his parental connections.
When he was old enough, it was decided that he would join the Men-at-Arms in the Inquisition, most likely as a Justiciar. he was sent to an Inquisition bootcamp , where he trained for about a year, where it was repeatedly reported that he was a loose cannon that was unwilling to respond to orders. After the first year, Iudex simply got bored, ran off, and enlisted in the University Division of the Arcanum. He was accepted due to surprising affinity with Alterations. Iudex had little interest in the actual affairs of the University, instead utilizing the resources provided to him to advance his own agenda, that of becoming more powerful with the use of Strength Alterations. He succeeded in this endeavor, mastering Strength Alterations to a previously unheard of degree. It was reported that Iudex was extremely aggressive toward fellow peers.
His time in the University Division would come to an end when he assaulted and crippled a visiting philosopher over a disagreement. Iudex was immediately rejected from the University Division and banned from stepping foot in the Arcanum for the rest of his life. Undeterred by this, Iudex returned to Alrhone and Oschich, and became a Justiciar in the Inquisition. While initially distrusted, Iudex quickly gained infamy for his efficiency and brutality in accomplishing missions, like when he single handedly wiped out a bandit gang of about twenty well-known figures.
While he was never able to land a higher up position, due to his expertise being more in bashing others than running any form of organization, he was given a high level of prestige and privileges that others of his rank weren't afforded. He eventually became the main enforcer for the different members of the State Court, eliminating political rivals and high-priority targets, along with generally keeping the peace in Oschich.
Iudex is best described as a "professional without standards". He's equally likely to steal your pocket change for nothing more than entertainment as he is to wipe out an entire bandit group the next. This has earned Iudex much resentment within his peers and among the general populace for his meanness, unpleasantry, and bloody way of getting this done when someone disagrees with him. Iudex, despite specializing in strength, is not stupid. He's not exactly the sharpest knife in the drawer, but he's not the dullest, either. He's normal in terms of intelligence, but uses this assuming of his stupidity to his advantage in social situations.
