Krell Bloodfin grew up alongside Cassian Durnhal, and even as a child Krell was the one who somehow knew which streets were being watched, whose parents were furious, and exactly how much trouble everyone was actually in. Handsome, composed and effortlessly sociable, he developed a talent for moving between very different groups of people without ever seeming out of place.
That talent eventually became his career.
Krell now serves as a Judicial Liaison, working from offices within The Verdict but operating between Goldcrest's various enforcement and judicial authorities. He coordinates with the Lancers, city investigators, magistrates, prosecutors, prison administrators and other civic agencies whenever a case crosses institutional boundaries.
He isn't a guard. He doesn't interrogate prisoners or decide sentences. His job is to make sure the enormous bureaucratic machine surrounding Goldcrest's justice system actually communicates with itself.
Consequently, Krell hears about everything.
Arrests pass across his desk. Lancer reports get forwarded to him. He knows when a prisoner is transferred, when a hearing is moved, when an Arbiter requests additional evidence and when someone important has suddenly taken an interest in a case.
He's also unusually comfortable inside The Verdict. The Vectors know him, the clerks trust him, and Krell has spent enough years walking its galleries that the terrifying drop beside the Iron Stair barely warrants a glance.
