Despite being a coastal precinct Hepmere has almost no fishing industry and only one small port filled with pirates and raiders. This is due to a perpetual fog bank lies exactly one mile offshore, and ships that enter too deep sometimes return... changed, or not at all. Even the greatest wind callers have failed to shift it.
