The Perpetual Realm was the epitome of law and all that is good. Every aspect was beautiful and perfect; it was where the souls of many creatures of good alignment went after death. It was the home to countless celestial beings.

The Perpetual Realm was spatially infinite and comprised seven infinite layers. The seven separate layers formed a colossal mountain that rose from an infinite sea of holy water on the bottom layer to the summit on the top layer. Climbing the mountain was analogous to traveling through subsequently higher or 'deeper' layers to reach the top. Each of the seven layers contained at least one mountain or tall structure reaching into the sky, and most had entire mountain ranges. The barriers between the seven layers were arranged so that the entrances were at the lowest geographical points and the exits were the highest, so a traveler from the astral plane would enter the first layer at the foot of a mountain (actually, in the surf of the ocean surrounding the mountain) and had to climb to the top to reach the next layer, only to descend again to the lowest point. The air of each layer had its own hue that bathed everything in soft shades of brightness.

Long ago, during a period of chaos, the Celestials came together to form a cooperation under the leadership of the most powerful among them to control the chaos.

The Celestial Pantheon has persisted and consists of very powerful Celestials, each having control over certain mortal aspects of the world. Celestials outside this unity go their own way.

Het Eeuwige Rijk was de ultieme wet en al het goed. Alle aspecten waren mooi en perfect; het was waar de zielen van vele schepselen van goede alignment na de dood naartoe gingen. Het was de thuisbasis van talloze hemelse wezens.

Het Eeuwige Rijk was als ruimtelijk oneindig en bestond uit zeven oneindige lagen. De zeven afzonderlijke lagen vormden een kolossale berg die oprees van een oneindige zee van wijwater op de onderste laag tot de top op de bovenste laag. Het beklimmen van de berg was analoog aan het reizen door vervolgens hogere of 'diepere' lagen naar de top. Elk van de zeven lagen bevatte ten minste één berg of hoge structuur die naar de lucht reikte, en de meeste hadden hele bergketens. De barrières tussen de zeven lagen waren zo gerangschikt dat de ingangen zich op de laagste geografische punten bevonden en de uitgangen het hoogst waren, zodat een reiziger van het astrale vlak de eerste laag zou betreden aan de voet van een berg (eigenlijk, in de branding van de oceaan rondom de berg) en moest naar de top klimmen om de volgende laag te bereiken, om vervolgens weer bij het dieptepunt uit te komen. De lucht van elke laag had zijn eigen tint die alles zacht baadde in zachte nuances van helderheid.

Lang geleden tijdens een periode van chaos kwamen de Hemelbewoners bij elkaar om een samenwerking aan te gaan onder de leiding van de meest krachtigste onder hen, om de chaos onder controle te krijgen. 

Het Celestial Pantheon is blijven bestaan en telt zo’n 20+ hemelbewoners die allen samen controle hebben over bepaalde sterfelijke aspecten van de wereld. De hemelbewoners buiten deze unie gaan hun eigen gang.
