New Eskor: tech level medium, magic level low
The central luminant continent, New Eskor, is a large population center where many races fled to when the world began to sink, it's a large continent with a split government controlled by two factions: the central authority and the world government remnants. Due to the conflict of these two forces tensions are high and crime is less heavily prevented, creating a large issue of organized and unorganized crime throughout the continent. Its not uncommon to see figures of authority pushing the meaning of the law in their favor (abusing power)
Lore: The continent of Escor was the home of the original world government. As the tides began to rise and the world sunk, the remnants of the government fled to this mountainous continent, which they named “New Escor” as a way of paying homage to their old home, Old Eskor. The remnants of the world government ruled the continent in a harsh oligarchy, where each faction's head played a small role in managing the government and its people. (Before the modern day)
Over time a new faction that was popular among the common folk emerged, the “Central Authority,” a group that claimed to be led by an immortal and promised to regain control of the Luminants and fight back against the forces that invaded them from below. This faction quickly rose to power soon matching the size of the remaining pieces of the world government itself, this leaves New Escor as an unfortunate battleground for these two prevailing forces to fight over power and control, turning a once oppressed yet thriving continent into a free but Failing kingdom.
