Ithoros Odios Pelegon is a cousin of the House Odios Pelegon, a great-grandson of Pelegon VI, who set out from the Empire as a young man to seek his fortunes on the high seas. Using his wealth, charisma, and intelligence, he became the leader of the Imperial Sails, one of the major pirate fleets of the Spotted Sea, establishing himself as a major pirate lord.
He rules the "Islands Empire," a collection of islands which have been brought under his rule and styles himself "King of the Islands and Islanders."
