During the reign of Zottyah IV, a ten-member regency council was appointed by Grand Vizier and Lord Regent Geremos Goldgrass to advise the young Shahanshah until she came of age. Informally, Duke Geremos allowed Zottyah IV to personally select three of her regents as a means of placating the strong-willed Empress. The council served as additional members of the Imperial Conclave.
