Steel Fortress is the monastery fortress of The Battle Queen.
She rules at the top of an entire religious order. An annointed queen who worked her way up through holy wars. It is extremely regimented, and more of a military installation than a home where people live. Steel Fortress is entirely self sufficient and extremely resilient. It is also one of the places that the Iron Wheel doesn't reach.
