From the start of Dion's occupation, Legatus Mezei had ruled as its Alkir. While other Alkirs had engaged in oppulence or downright persecution, Mezei, ever the strategist, took a more tactical approach to his viceroyalty. Known to be quiet, stoic, yet firm, Mezei went straight to work rebuilding Dion's critical infrastructure, primarily its docks. On his first day as Alkir, Mezei gathered all the most skilled shipbuilders the nation had to offer and gave them a choice: Build an Imperial armada that could function even after the war was over and the Empire had conquered all of Ozel, or be sent to the bogs to harvest peat amidst the mosquitos and treacherous terrain.
