The impressive district of Harbormasters is dominated by three and four-story buildings, tall and grand, mostly built of marble or granite. Th buildings rise over wide, tree lined boulevards and canals. The streets are busy with commerce, relatively well-to-do citizens briskly going about their business, and carts, and wagons hauling goods crowd the streets. However, large numbers of beggars contrast with the affluence surrounding them, providing clear evidence that not all of Haven Towne enjoys the prosperity brought by mercantilism. 

Many of the more well to do citizens wear multi colored armbands or tabards declaring their loyalty to one of the great Merchant Houses of Haven that defacto rule the city.
