The Thieves' Guild

Crime isn't new, but when the city of Regus was built, the criminal element drawn to this new home-- many of them cast-off half-elven mutts with nowhere else to go-- finally organized.  Rules and order were established, and the Guild became a place where strays and those who had been discarded could go to find refuge and a new family to take them under wing. While several branches have since spread to other cities, the Regus Thieves Guild remains the oldest, their influence holding strong in the shadows, their eyes and ears carefully watching for new opportunities... and sometimes hearing what they were never meant to hear.

Their members are expected to follow three basic rules:

1) Never steal from another member of the Guild.

2) Don't kill on the job. Dead bodies don't carry coin.

3) Don't steal from the poor. Beggars are often paid to be the Guild's eyes and ears in the cities, to watch for all the little secrets of the daily lives of its citizens.
