The Paper Map is the primary tool of any would-be Adventurers, mercenaries, explorers, and in general, anyone who is going anywhere at a considerable distance in a route they're not familiar with. For the purposes of gameplay, every Paper Map is considered to come with basic map tools included. What a bargain!
However, not all maps are created equal. Every individual Paper Map has a specific location it describes. The most basic, and of course the cheapest, is the "Paper Map of The Oceanykan Federation". However, while good for general knowledge, this kind of map is completely useless when travelling in the Operational Map (refer to Travel Rules). For that task, one requires a more specialised map describing the region which they are visiting.
