📜 Overview
The Overlord’s Eyes are the covert investigative and enforcement agency of Ashkarin’s High Council, operating under a mandate signed by all six powers. Though they answer formally to Amir Vexley, Invincible Overlord, their authority exists in a space beyond individual factions—used only when consensus demands it, or when dissent becomes too dangerous to ignore.
Their true strength lies in ambiguity and fear. The Eyes move unseen through courts, guildhalls, temples, and crypts. They carry sealed writs bearing the Iron Seal of the Council, which override local jurisdiction, magical protections, and even military chain of command. To question an Eye is to court suspicion yourself.
The Eyes are rarely invoked—but when they appear, things change.

🏛️ Relationship to the High Council
While technically the Overlord’s secret service, the Eyes cannot be activated by him alone. Their writ requires signatures or sigil-seals from all six powers. Once empowered, the Eyes answer to no single authority, reporting instead to a secret quorum known only as The Iron Veil—a concealed trio of senior advisors drawn from different Powers.

🕯️ The Quiet Mandate
The Quiet Mandate is a sealed protocol, activated only when a majority of Council members suspect treachery or existential threat from within. Once invoked:
