The Unknown tribes of the Cold Sun Federation have lived in the jungles of northern Q’barra since the age of demons. Today, twenty-four tribes maintain contiguous territory that includes the Basura swamp.

The lizardfolk of Q'barra are one of the oldest races on Khorvaire. During the Age of Demons, they were dominated by the overlord Masvirik until they were freed by the couatl. The couatl planted a seed in the collective unconsciousness of the lizardfolk to unite them, so they could help prevent Masvirik from ever rising again. The lizardfolk share dreams.

These dreams aren't just random subconscious dreams, as we know them. They’re lessons and a record of history. Lizardfolk dream of the battles their ancestors fought against the demons, teaching them to fight. They dream of Masvirik, learning what they are fighting against and why it must never be allowed to escape.

The Masvirik’uala, or the Cold Sun Federation, are an alliance of lizardfolk tribes in Q’barra, joined in shared dreams and purpose. They understand better than anyone what it means for an overlord to be released, and they dedicate their entire lives to ensuring that Masvirik remains imprisoned. Arguably, the Cold Sun Federation is the oldest government in Khorvaire, but their society isn’t structured with a central government. Instead, the tribal leaders come together to discuss matters as and when required.

They don’t need one tribe or individual to lead because they all share the same background and values due to dreaming the same dreams for their entire lives. The tribes work together to share territory and resources. When one tribe becomes too large for an area to sustain, they split into smaller tribes and move. The lizardfolk aren't politically split by petty feuds or hunger for glory. They all know the enemy they stand against; they all know the consequences of failure.

The lizardfolk have no written language. They don't need one. Everything they need to know learned via their dreams, which has led to their culture remaining largely unchanged through the years. Their dreams haven't changed, and their dreams tell them how to live their lives.

The idea of having to explain references to the dreams is alien to them. Everyone knows the stories. Why would anyone need to explain them? The culture of the lizardfolk is highly reliant on these cultural references, as they all have a shared point of reference for the metaphors and other figures of speech.

This makes communication with the lizardfolk difficult for outsiders. Even spells like comprehend languages can't unpack all the context behind the metaphors. The lizardfolk of Q'barra call themselves the Masvirik'uala, which literally translates to "Cold Sun Federation". The lizardfolk understand this to mean that they stand against the Cold Sun. However, most outsiders assume that this is the federation of the Cold Sun, that it's some figure or deity they rally around. Likewise, it is obvious to the lizardfolk that the people they kill in Q'barra are agents of the Cold Sun. They know from their experience with the Poison Dusk and other corrupted creatures that there is no reasoning with, or saving, those who have fallen to Masvirik's corruption. The only mercy they can provide is a quick and painless death. To outsiders, this appears like arbitrary brutality.

The Cold Sun Tribes are a federation of common lizardfolk spread across the north and east of the nation. The tribes are twenty-four in number, but only seven border the territory of the settlers. While each tribe has different customs, all are bound by ancient tradition. Lizardfolk attitudes toward the common races vary considerably. Most fear and distrust humans. However, one tribe, the Twilight Walkers, is willing to work with the settlers, serving as ambassadors between the tribes and the interlopers. Twilight Walkers often visit Jarot and Newthrone.

While the Cold Sun Tribes outnumber the blackscales, the large lizardfolk use their size and their connection to the dragon Rhashaak to intimidate their smaller cousins. Factions among the Cold Sun Tribes wish to overthrow the blackscales, and the Lords of Dust are fanning those flames.
