The island became the place of exile for the notorious Changeling people. Banished from every other nation due to their problematic nature and tendency of impersonation, no group wanted to deal with those troublemakers. Cast aside and given this island to call home, Changelings thrived here, in this Island-City. With only a city and not much land to grow an autonomous economy, the nation became heavily reliant on funds from the Eratus Empire and tourism. The city became a strange type of touristic attraction. Wealthy people would pay a hefty price to come here, and witness a specific historic event of the past, played out by impersonating changelings. Others would come here to spend time with changelings impersonating someone they had lost — a dead husband or a dead child. Others would come to live their wild fantasies with people they could have never met. Security is pretty tight regarding who goes in and out. Ships from the Eratus Empire constantly patrol the surrounding waters, stopping everyone who approaches or leaves the island. Strict and thorough checks are conducted on everyone, hoping to prevent Changelings who try to leave by impersonating a visitor.
The island features a single mountain with surrounding forests and few small gulfs able to safely house naval vessels. The majority of the island is occupied by a single large city.
- Ruling Body: An elected council — though it is always hard to tell who is really who, making politics here uniquely complicated.
- Authority Figures: Council members (changeling-elected); effectively impossible to verify the legitimacy of any leader at any given time.
- Enforcement: Eratus Empire naval patrol around the island — strict controls on all arrivals and departures.
- Law Type: Elected council governance, with heavy external oversight from the Eratus Empire.
- Major Peoples: Almost all legal citizens are Changelings.
- Minor Peoples: Wealthy tourists and Eratus Empire naval personnel (temporary residents).
- Social Notes: Society built entirely around impersonation — identity is inherently fluid and trust is extremely difficult to establish.
- All nations remain reluctant to form any kind of agreement with the Changelings.
- Economically dependent on the Eratus Empire and tourism revenue.
- The island has tried to foster good relations with many nations, but the Changeling reputation precedes them.
- Main Trades: Impersonation tourism — wealthy visitors pay for personalized experiences with changelings posing as historical figures, lost loved ones, or fantasized individuals.
- What Locals Care About: Economic survival, maintaining the tourism industry, and eventually gaining more autonomy from the Empire's oversight.
- Who Holds the Coin: Tourism revenues and Empire subsidies; the Council manages distribution.
- A single large city covering most of the island — entirely built to accommodate the impersonation tourism industry.
- Constant Eratus Empire naval patrol — one of the most heavily monitored locations in Arda.
- Every person on the island could be a changeling in disguise — trust is a luxury no visitor can afford.
- Common: You can hire a changeling to impersonate anyone on the island — even people who are still alive.
- Spicy: Several changelings have successfully escaped the island by impersonating Empire officials. The Empire knows, but can't prove who has been replaced.
- Dark: Some of the "tourists" who visit never actually leave — the changelings keep them around, studying them to perfect the impersonation.
- The City: The single large city that covers most of the island — the heart of the impersonation tourism industry.
