The head of the Department of Malignant Mysteries for the past 6 years, Misty is a cheerful lady who often struggles to get the respect she and her department deserves. Despite having no prior investigative experience, she somehow got into the department some undisclosed years ago, and climbed to its head position in a short time.
Due to both the nature of the work, and her... less-than-optimal personality, she struggles to keep a competent workforce sticking with her for long. She nonetheless has her allies in the various police departments of Japanifornia, able to wander through and pick out whomever she "smells" magic on with little resistance (except from the people she picks out).
Though the department can be considered part of law enforcement in a way, she has no problem bending the laws and the truth to figure out the details of the case: she often uses magic to find out what really happened, then works backwards to craft a line of thought a "mundane" detective would have been reasonably able to think up to figure out the same thing.
She claims to have solved all her cases, keeping a copy of the truth of each case, yet she officially has a record of about half solved cases, half cases going cold.
