With there being so many students and only so much hall space that could be used for lockers, the locker bay area was to remedy the issue. As the name implies it's simply a basement lined with lockers along the walls and even in free-standing rows in the center in order to provide every student access to a locker.
During breaks some students mill about and hang out here.
