Continental Defense Council

This is the "United Nations" of this world, located in Seregon and run by Ilmadia Mianala.

There is one council with two divisions for east (Narthane) and west (Veldora) members. The issues of each continent tend to be unique, although there are situations, as discussed in the Narathane overview, where there can be inter-continental cooperation, such as aid.

Scenario: Ilmadia's Mastery in Balancing Power and Peace

In this scenario, Ilmadia Mianala, the Archdruid and master diplomat of Seregon, faces the challenge of maintaining peace and Seregon’s strategic dominance amidst rising tensions among the nations of the western continent. Each nation has its own agenda, and Ilmadia must navigate this complex web of alliances, conflicts, and power struggles while ensuring Seregon’s interests remain protected.

The Situation

The Khanate of Taruk, under Khan Orhan the Bold, is growing increasingly aggressive. Facing constant wars against zombie incursions from the fallen states of the Holy State of Lost Tarab and the Kingdom of Aber, the Khanate is demanding more resources from its neighbors, particularly from the Federated Monarchy of Aranthia. The Khan also eyes the fertile lands of Vorlis and the rich trade routes of the Sultanate of Sahar with envy. This aggression threatens to destabilize the entire region, drawing the Queendom of Lysara, the Confederation of Thaloros, and even the remote city-state of Seregon into a potential continental war.

Ilmadia recognizes that an open conflict would not only drain Seregon’s resources but also jeopardize the delicate balance she has worked so hard to maintain. Using her diplomatic skills, she seeks to defuse the situation by leveraging Seregon’s technological and medical advantages—the Seregon Serum and airship Starfire Crystals—to broker a peace that benefits all, but especially Seregon.

Ilmadia’s Strategy

1. Playing to Seregon’s Strengths: Control of the Seregon Serum

Ilmadia knows that the Seregon Serum, which offers protection against the zombie plague, is Seregon’s most powerful bargaining chip. The Khanate of Taruk, which bears the brunt of the zombie onslaught, is in desperate need of more Serum. Ilmadia offers an increase in Serum shipments to the Khanate, but with specific conditions:

  • Condition 1: The Khanate must cease its aggressive posturing toward Vorlis and the Sultanate of Sahar. In return, they will receive enough Serum to protect their front lines and civilian populations for the next year.
  • Condition 2: The Khanate agrees to join a Continental Defense Council with representatives from Seregon, Aranthia, Lysara, and Thaloros, to coordinate the defense against the undead and manage the distribution of resources. This council, while ostensibly equal, will be heavily influenced by Ilmadia through her network of allies.

2. Balancing Airship Crystal Distribution

Airship crystals are another key asset. The Khanate, known for its formidable cavalry, is eager to acquire advanced airship technology to dominate the skies. However, Ilmadia strategically withholds the Mark IV crystals, offering instead the older Mark III crystals to the Khanate with the following stipulations:

  • Stipulation 1: The Mark III crystals will be provided only if the Khanate publicly renounces any territorial ambitions against Vorlis and the Sultanate of Sahar, reinforcing their commitment to peace.
  • Stipulation 2: Aranthia, specifically the Duchy of Vorlis and the Principality of Elarion, will receive Mark III crystals as well, under the pretense of bolstering their defenses. In reality, this move ensures that both Aranthia and Taruk are evenly matched, preventing either from gaining an overwhelming advantage.

3. Securing Aranthia’s Cooperation

Ilmadia meets with High Queen Elysande of Aranthia and her vassals, the Duke of Vorlis and the Prince of Elarion. She proposes an alliance between Aranthia and the Sultanate of Sahar, to act as a counterbalance to Taruk’s military might. The terms of the alliance include:

  • Trade Agreements: Vorlis and Elarion will receive priority access to Sahar’s trade goods, particularly rare spices and metals, in exchange for a guarantee of military support should Sahar come under attack.
  • Military Support: Aranthia will station troops along the border with the Khanate, discouraging any further aggression. In return, Sahar will provide Aranthia with much-needed desert warfare tactics and guides, leveling the playing field should war break out.
  • Diplomatic Pressure: Ilmadia convinces Queen Elysande to pressure the Khanate diplomatically by proposing a joint military exercise on the Taruk border. This exercise, while framed as a show of solidarity, is actually designed to intimidate the Khan and remind him of the potential cost of war.

4. Maintaining Neutrality and Influence

The Queendom of Lysara and the Confederation of Thaloros are important but more distant players. Ilmadia ensures their cooperation by:

  • Guaranteeing Serum Supplies: Lysara and Thaloros receive assurances that their Serum supplies will not be affected by any agreements made with other nations, keeping them out of the conflict and preserving Seregon’s reputation as a neutral and reliable ally.
  • Subtle Sabotage: Ilmadia plants seeds of discord among the Khanate’s clans through her druidic networks, encouraging internal dissent and reducing the likelihood of a unified attack on any one nation.

The Outcome

Ilmadia successfully orchestrates a delicate balance between the nations:

  • Khan Orhan, seeing the combined might of Aranthia, Sahar, and the diplomatic weight of Seregon, agrees to the conditions, scaling back his ambitions in exchange for the resources he desperately needs.
  • Aranthia and Sahar grow closer, bolstered by their mutual need for protection and their shared economic interests. This alliance, though primarily defensive, also strengthens Seregon’s influence over both nations.
  • Lysara and Thaloros remain neutral but cooperative, their focus on their own survival rather than entangling themselves in continental conflicts. Seregon remains their lifeline for Serum, ensuring their continued reliance on the city-state.
  • Seregon emerges stronger, having played the role of kingmaker and peacekeeper without spilling a drop of its own blood. Its airship technology and Serum distribution policies keep the other nations in check, while Ilmadia’s diplomatic maneuvering ensures that no single nation can challenge Seregon’s supremacy.

Ilmadia's Reflection

As Ilmadia walks through the Sacred Grove in the Westerpark District, she reflects on the peace she has maintained. It is a fragile peace, built on careful diplomacy, strategic resource management, and the subtle use of power. She knows that war is always on the horizon, but for now, she has bought Seregon the time it needs to prepare, to strengthen, and to survive.

Her work is far from done, but in this moment, Seregon is safe, and the balance she so carefully guards remains intact.

This scenario illustrates Ilmadia’s skillful navigation of the complex political landscape, maintaining peace on the western continent while ensuring that Seregon remains the true power behind the scenes.

Continental Defense Council - Narathane (East)

Narathane Members

Ilmadia finds herself in a precarious diplomatic situation on the eastern continent, where the last four nations face the aftermath of war and internal strife. Each nation presents unique challenges, and her actions could either stabilize or further destabilize the region. Here’s how she might navigate these treacherous waters:

1. Stabilizing the Emerald Collective:

The Emerald Collective, once a symbol of progress and unity, is now teetering on the brink of collapse, exacerbated by the presence of the Ithosian Talons. Ilmadia would recognize that addressing the civil unrest and removing the Ithosian Talons as a destabilizing force are critical first steps.

  • Negotiation with High Elder Thalia Greenwood: Ilmadia would arrange a private meeting with Thalia to offer support in quelling the unrest. She might suggest deploying a peacekeeping force composed of neutral entities from the western continent to maintain order while the Collective rebuilds its governance structures.

  • Integration or Exile of the Ithosian Talons: Ilmadia could propose two options for dealing with the Ithosian Talons: either integrate them into the Collective’s society under strict conditions, offering them land and citizenship in exchange for disarmament, or negotiate their safe exile to another territory willing to harbor them.

  • Humanitarian Aid: Securing aid from neighboring nations like Seraph or Yaland could help alleviate the food shortages and rebuild the agricultural strength of the Collective. She might appeal to the altruistic nature of Seraph’s Ecclesiarch or the practicality of Yaland’s rotating leadership to assist with this.

2. Diplomacy with the Empire of Drakkar:

Drakkar, a powerful and militaristic empire, has closed its borders to the Emerald Collective, worsening the crisis. Ilmadia must delicately balance showing strength with the necessity of reopening trade.

  • Mutual Defense Agreement: Ilmadia could propose a mutual defense pact, offering Drakkar support against potential threats from the north or west in exchange for reopening the borders. This would appeal to Emperor Valerius Drakkon’s desire for security and expansion.

  • Economic Incentives: She might also present economic incentives for reopening the border, emphasizing the long-term benefits of trade and the potential for exclusive trade agreements that favor Drakkar.

  • Subtle Pressure: If negotiations stall, Ilmadia could leverage the possibility of forming alliances with other nations to isolate Drakkar economically, applying subtle pressure on the emperor to reconsider his stance.

3. Ensuring the Safety of the Ecclesiarchy of Seraph:

The Ecclesiarchy of Seraph, while currently safe, is vulnerable due to its weak military. Ilmadia would recognize the importance of ensuring this nation remains stable and free from invasion.

  • Diplomatic Protection: Ilmadia could work to secure a treaty where Seraph is guaranteed protection by more powerful nations like Drakkar or Yaland in exchange for spiritual or magical support from the Ecclesiarchy.

  • Building a Militia: She might suggest and help in establishing a local militia trained and supported by volunteer knights or mercenaries from the western continent, ensuring that Seraph can at least defend itself until reinforcements arrive.

4. Strengthening the Free Peasant Republic of Yaland:

Yaland, with its militant peasants and rotating leadership, is self-sufficient but could become an anchor of stability for the region.

  • Alliance Building: Ilmadia could foster an alliance between Yaland and the Emerald Collective, emphasizing shared agricultural interests and the threat posed by unchecked aggression from the Ithosian Talons.

  • Cultural Exchange: To solidify the bond, she might propose cultural exchanges between the free peasantry and the communes of the Collective, fostering mutual respect and understanding that could pave the way for future collaboration.

Saving the Emerald Enclave:

To save the Emerald Enclave from complete disintegration, Ilmadia would need to act decisively and swiftly, ensuring that the Ithosian Talons are neutralized, the borders with Drakkar are reopened, and the Collective receives the aid it desperately needs. By leveraging her diplomatic acumen and the collective strength of the remaining nations, she can restore stability to the region and prevent the Enclave's downfall.
