Archmage

The Scepter is a High Elf archmage who rules The Scepterate of Veylor as a personal holding. He appears ageless: pale hair, cool blue eyes, and formal robes traced with living sigils. A hovering silver rod—his namesake focus—follows him and turns when he issues a decree. Court scribes treat his words as law; amendments are published as glyph-plates and distributed to provincial towers the same day.

His governance is direct and arcane-first. Children are tested for talent, circles compete for patronage, and technology that lessens arcane authority is restricted or banned. Trials are scryed, taxes collected by constructs, and internal security handled by diviners, inquisitors, and mage-knights. He rewards results, not bloodlines; failures lose privilege quickly. The Scepter portrays himself as a stabilizing constant—timeless, impartial, and necessary.

Beyond Veylor, he sells power: warding services, battlefield casters, and infrastructure contracts. He disdains the Dark West as “inefficient iron,” yet keeps eyes on Coalreach and the rails. Rumors persist that his longevity depends on a narrow set of rites tied to eclipses and that reflections near him lag by a heartbeat. Whether saint or tyrant depends on where you stand in the tower—gifted and useful, or not.
