Nothing but Trouble and Toil.

Secreted away at the northern end of Inis Caracha, wedged between Nan's Sound and An Muir Thoir, is the shantytown of Saltee. A raucous place where carachlinn of all trades and sails gather far from the warring spears of lughlinn and the prying eyes of local authorities.

The docks and beaches here are littered with the famous and the infamous of the carachlinn. Unknown by the hundreds are beached on the many small islands, sandbanks and even the rocky shore of Inis Caracha. Docks and boardwalks crisscross in a haphazard array forming a dilapidated island on the northern end of the sound. Upon these aging boards carachlinn party, fight, sing and love, both dying and living by the hundreds. It is a place of violent scents and tawdry sights where it is said no person's hands may remain clean.

Government

Government

There isn't really a ruling body of government in Saltee. Law and order are upheld by the rule of the mob and the mob is very unruly. Punishment is either handed out by the wronged or not at all. So, while there are very few laws and lawyers in Saltee there is one cardinal rule; Its yours if you can take it.

The Unknown is comprised of a series of barely cooperative carachlinn who banded together in order to more directly control the rate of crime, trade and commerce within the Crescent Bay area. Tough an official trading company, their practices lean more towards criminal syndicate making Saltee the perfect place to offload their ill-gotten gains.

Unlike their counterparts in the C.B.T. Flotilla, the Red Manes pay fealty to the Pirate Queen and her brazen fleet. While the CBT Flotilla controls trade in the Crescent Bay, the Inis Mion and the wider shores belong to the Unknown who are just as likely to cut you a fair deal as they are your throat. Based in New Manannan in the north, some say Saltee was their original home which may account for their increased presence.

The Huldufolk and Boggarts of the Unknown stop often in Saltee before pushing on to their capital settlement Aryngol. Even here, in the den of thieves, they hold a fearsome reputation as the Shorestalkers. Few carachlinn wish to truck with them and most avoid them lest they be snatched up and stuffed into those oppressive cages dragged behind carachs on poorly constructed rafts.

Demographics

Just like the carachlinn themselves there is no discretion, on a large scale, over who may birth at Saltee. Those that do take their life into their own hands. Whether they be Elfin Children pirates, Huldufolk slavers, Boggart corsairs, Daoine traders or Fwoarian raiders all are welcome to dine and die in Saltee.

Industry & Trade

Saltee is the black market of black markets. Anything one could want may pass through here, depending on how easy it is to steal, pilfer or pillage. Drugs, treasure, all exchange hands here for varying degrees of wealth. Even the Unknown trades here despite the Unknown' attempts to expel them.

Its a shantytown constructed on layers and layers of old carachs, docks, boardwalks, rigworks and the rocky shores of Inis Caracha.

Districts

Districts

The sprawling mass of shanty buildings, crumbling homes, shady markets and jumbled carachs ranges out over eighty-one acres of water and rocky shore. There is no planning, there is no organization. Like a living, breathing creature it goes through fits of growth and decay, expanding and contracting depending on the population.

Infrastructure

Infrastructure is handled strictly on an as-needed basis. New docks are thrown up when more space is required, new buildings assembled when the rest are full. Most carachlinn simply live out of their carachs which move from spot to spot like a city of caravanners forever coasting along the road.

Geography
The great portion of the town, some guess maybe 90%, expands away from the island out into the waters that surround it. Rocky, grey shallows run beneath them and for a few miles the flats beneath the waters never seem to go deeper than a few feet. The parts of Saltee on the shore enjoy the shade of old oaks and some conifers among the craggy hills that loom over it.

History

History

Scholars hotly debate the founding of Saltee and who built it. Most consider it a congealed mass of debauchery and decadence brought on by the lucrative trades that rained down from the Summerlands in the Age of Summer, corrupted men taken in by greed and dark spirits. Other scholars believe there was once a caern-rath somewhere on Inis Caracha, the ruins of which are hidden somewhere on the island among the tiny fishing hamlets and seedy smuggler's drops. The people of Saltee, however, are too drunk most of the time to overly consider such things.

While Saltee was left largely unaffected during the Year of Invasions, it did prosper in the sense that the Red Mane carachlinn band acquired a series of great vessels that they continue to ply the waters around their home. Both in defense of the nation and sometimes despite it in light raids on shores further away.

Heraldry

A black crossbones is the universal symbol of pirates and piracy. The flame on its brow represents both the mane of the pirate queen, and the Red Manes propensity for using fire-pots to burn down enemy vessels.
