Creeds of Etomesto
The Psoglavi long have held fast to the belief that magic is not inherently dangerous. Rather, its the hand that wields it which determines its ultimate purpose. With such an outlook, it quickly became paramount to the Psoglavi to orchestrate a system of legal codes and ethics to control exactly how magic, devilry and even weapons are to be permitted, let alone how they are to be used.
To outsiders, Etomesto seems to be a riot of unrestrained arcana and mortals flagrantly interacting with devils from the lower realms. But, in reality, this pageant of sorcerers and wizards are tightly controlled by the Skollomanse. Constantly watched and regularly evaluated, spellcasters in Etomesto may seem like they are the highest powers in their respective communities. However, its often the necks of the Șolomonar that noose is tightest around.
While the Skollomanse prefers to let each of its Șolomonaral families determine the exact laws and codes in their domagrad, there is a short list of universal laws decreed from the Skollomanse itself:
- Magic and ritual craft is a tool to be used, not abused. Magic that is proven to serve the community and better the psoglavi people is acceptable. Anything that risks the community is not. Mages who refuse to accept or acknowledge this law will be hunted and executed by the Volshe'Ubiy in whichever way the Volshe'Ubiy Mastori sees fit.
- Infringing on another living mortal's rights, through violence or otherwise, such as murder is punishable in whichever way the local Șolomonaral arbitrator sees fit. However, it is mandated that the arbitrator seek to match the punishment in its severity to the crime's own. Any alleged offender who feels their punishment is unjust may seek mistrial by petitioning the Skollomanse directly.
- Constructs, D'Yavol (Devils), Stykhiyi (Elementals) and other non-mortals that are summoned are bound to their summoner. These creatures have no express legal rights in Etomesto. However, their actions are a reflection on the control of their summoner. This means that the summoner is directly responsible for whatever mischief their creatures are guilty of.
- Psoglavi as a whole are not to consume the flesh of their kinsmen outside of the practices of Prazdmert. Any psoglavi suspected of being Nazad are to be reported with haste to the nearest Șolomonar. Psoglavi are not to consume the flesh of near-sapient creatures, or creatures from beyond the Mortal Realms. Doing so will riven their minds and possibly cause them to become Nazad.
- An addendum was added sometime in RoE 2808-2810; psoglavi will not perform Prazdmert on non-Etomestoan peoples without their express consent. The Prazdmert will not be publically performed outside of Etomesto without direct permission from its harboring nation.
