Physical Description
Government Hill is a historic neighborhood that sits uncomfortably close to Joint Base Elmendorf-Richardson. The houses here were built for military families in the 1940s, and many still serve that purpose. It should be an ordinary place—aging homes, American flags, kids playing in yards. It is not ordinary. Something is wrong here, and everyone who lives in the neighborhood knows it without being able to articulate what. The aurora appears more frequently over Government Hill than anywhere else in Anchorage. Electronics glitch. Compasses spin. Pets refuse to enter certain yards. And at the edge of the neighborhood, behind fencing marked "RESTRICTED," sits a facility that doesn't appear on any public map.
Spiritual Landscape
The Gauntlet in Government Hill is shattered. Not thin—shattered. In places, it doesn't exist at all. The Shadow bleeds into the material world constantly, creating overlay zones where both realities exist simultaneously. Spirits are gone in the area. The material world occasionally obeys spiritual rules.RD-13's experiments have torn holes in the fabric of reality itself. Their dimensional portals have allowed pre-Sundering entities to cross into the physical world—things that should not exist, that predate the division between flesh and spirit, that remember when there was only one world and are very interested in returning to that state.The aurora here is wrong. It burns yellow instead of green. It forms patterns that, if studied too long, begin to make a terrible kind of sense.
NPC Connection
Dr. Richard Webb runs the RD-13 facility with the sincere belief that he's saving the world. Seventh generation of the Webb family. His ancestors have served the Carrion King since before they knew what they were serving—drawn into the cycle through a combination of talent, ambition, and careful manipulation by entities with very long time horizons. Richard is brilliant, driven, and genuinely kind to his staff.
