Leadership change:
Following the sovereign’s death, Ardeiria Valiron took control.
Enforced strict martial law and military oversight.
Dragonborn were found to be immune.
Resulting consequences:
Civil unrest, riots, and widespread panic.

Large parts of the city became depopulated.
