A town with space to breathe - wide streets and respected privacy. Seat of the newly-established Chardalyn Syndicate a trade alliance (verging on criminal organization) with Bremen and Duergar (mainly Clan Muzgardt, but also truce with Clan Sunblight). The organization is not so much about Chardalyn itself, but its origin following the Desolation by the Chardalyn Dragon of Xardorok Sunblight/(See: Ten little Towns).
Duergar of the Underdark, have built a deep but widening spiral passage connecting Targos through the Upperdark to the Middledark Wastelands - and a patrolled "subway" convey goods by beast-drawn minecarts to the Upperdark of the Spine Stronghold, now controlled by the Muzgardts, who are profitably exporting their Darklake Ale). Recent economic boom has followed organizing efficient trade for food (trout of Maer Dualdon) and drink (Darklake Ale) aggressively traded across the towns.
Like Bremen, Targos holds a bitter and harsh blade to the throat of the Children of Auril, the minions of Auril, and been the target of hostility from these and their champion - the White Inquisitor (for which there is a bounty of 10,000 gp). Auril-worship and even sympathy is met with ruthless brutality, forbidden access to food and shelter, or banishment into the elements. This confidence seems to be backed by new strength from the alliance with the Black Mercenaries - the Zhentarim. (and it would appear through Gant of Bremen - at least some of the Arcane Brotherhood).
Naerth resides in (and now owns) The Luskan Arms tavern after the deaths of its prior owners, Owenn and Esther Tarsenel. Their daughter Stephania has been adopted by Cellia Winters, owner of The Wolf's Pelt Tavern on the waterfront. The Tavern and Cellia herself have a reputation for gossip and rumor, which of course includes suspicion around Owenn's death in the Desolation after Esther's death after being selected by the lottery as a sacrifice to Auril.
A shield dwarf named Graendel is one of the oldest residents of Targos, and has a reputation of being wise to the histories and lores of the north and very much a "make no trouble" sort of hard worker and long-minded soul. His shop is a reliable place for repairs and quality tools and gear: Graendel's Fine Dwarvencraft.
A church in ruins following the Desolation (and an immediate strike by vengeful mob following) awaits a new sponsor for repair and consecration. Most recently known as the "Church of Endless Winter" and dedicated to Auril, it was originally built for Lathander the Dawnbringer, and much of the iconography and architecture still bears those symbols.
The Ash Quarter is a section of town laid to waste long ago by a wizard from the Arcane Brotherhood: Akar Kessell. This section had been undeveloped out of respect for those that died in the event, and it bears a justifiable reputation for being haunted. A similar proposal is being debated regarding the sections from the Desolation, though likely will only include those adjacent to the Ash Quarter itself, expanding it a bit.

Leader: Lord Patrician Naerth Maxildanarr (Human) - popular with fisherfolk, merchants and now openly an agent of the Zhentarim, being leveraged to show strength at a time of people feeling vulnerable and afraid.
Population: 500 (took very heavy losses in the Desolation, but drew in refugees and immigrants with promises of order of rule and safety)
Industry: Industrialized fishing (packaging, shipping) - centralizing power of trade guilds seeking Zhentarim affiliation and protection
Construction: Enclosed within a wooden wall - project underway to strengthen and weaponize towers vs. heightened hostility from minions of Auril, and harsh weather.
Settlers: Ties to Luskan (Ship Rethnor) / Danish a-la-Frozen accent
